This volume, the second in the series The Judges , which collects and synthesizes the opinions of leading international contemporary judges who have contributed significantly to the progressive development of international law, is devoted to the work of Judge Manfred Lachs, who was elected to the International Court of Justice in 1967. In his Foreword to the study, UN Secretary General Boutros Boutros-Ghali says of Lachs that ` His contribution to jurisprudence is especially noteworthy. He initiated a significant part of the jurisprudence of the Court in the area of human rights. He contributed to the formulation of the right to self-determination, helped to develop the law of the sea, and participated in the work of the Court in many other areas. But, above all, he was at the forefront of the most progressive battles of the Court, demonstrating great personal courage and great analytical rigour. Hence, the literature abounds with military orientation. This edited volume builds on a historical perspective and focuses on foreign relations, diplomacy, actors, mutual perceptions and reciprocity in diplomatic relations within the framework of the world conjuncture in the 1920s and 1930s. Relations with the U.S.A. have served as a balance in Turkey's Euro-Atlantic policy long before NATO was established. Likewise, re-building relations with the Republic of Turkey served U.S. interests in opening to the Near East and thus breaking away from its much lauded isolationist policy between the two world wars. The country has over the years remained one of the poorest, and poverty is not declining. But the discovery of huge gas fields could bring changes by the mid 2020s. During the period under review, the sheen began to fade from Mozambique's status as a donor darling, as donors increasingly objected to corruption while government was angered by donor impositions and took an increasingly autonomous line. The former liberation movement Frelimo remains the predominant party and has won all national elections, while two presidents have stepped down after two terms. The main opposition party Renamo retains an armed wing launching small military actions. A second opposition party gained control of four cities. A younger and better-educated generation that remembers neither the liberation struggle nor the 1982-92 civil war is beginning to challenge the established leadership.
