A Political Economy of Lebanon, 1948-2002 : The Limits of Laissez-faire /

This book is about the laissez-faire strategy for economic development, a strategy inspired by neoclassical/mainstream economics, advocated by the "Washington Consensus", and implemented by the Bretton Woods institutions. Mainstream economics has taken legitimacy from the historical failure of command economies. But this view has not been balanced by an examination of the performance of laissez-faire economies, the closest to the pure market model. Lebanon provides a unique test case in this regard. The book assesses Lebanon's development during 1948-2002, including its industrial and financial performance. The dynamics of the laissez-faire system is separately studied from a Post-Keynesian perspective, highlighting institutional behavior. It is found that laissez-faire is not a sufficient condition for economic development, and can even be counterproductive.

A Brief History of Poverty Alleviation in Neoliberal Times /

This book is about implementation of poverty alleviation policy in recent times. It follows one poverty alleviation policy called Swaran Jayanti Shahari Rozgar Yojana initiated in 1997, through three large cities: Mumbai, Delhi and Kochi. There are specific reasons why this policy was chosen. It reflects the dominant paradigm in strategy in recent times. It is built on women, self-help group collectives, microfinance and enterprise. The book spans five years of fieldwork (2009-14). It reproduces the circumstances of poor urban women, their families and the effect of policy designed to help them. Most significantly it examines policy execution at the local level. There is substantial difference in the manner in which the same policy is implemented in each city. The organization for implementation is also different and outcome is noticeably different as well. Consequently, com parisons are useful. In a manner the fieldwork also points to nature of 'trickle-down' that has occurred. India by then had experienced over two decades (1990-1 and 2013-14) of higher than historic growth. Large cities are high growth centres, prime location of wealth accumulation as well as trickle down. Travels into the ever-increasing margins of urban centres were unsettling, particularly in the mega cities. Trickle down evidently does not take care of the problem of mass absolute poverty. Direct policy interventions of several kinds are needed but overall as this volume brings out the scale of the problem is completely unrelated to public resources, organization and energy applied to it.

State and Peasant in the Ottoman Empire studies the dynamics of Ottoman peasant economy in the sixteenth century. First, it shows that contrary to the conventional wisdom about the 'stationariness'of the Asian agrarian economies, Ottoman peasant economy witnessed substantial growth in response to population increase, urban commercial expansion and to increased taxation demands. Second, the book argues that economic development did not take place independently of political structures, of the state. This meant that in the light of the fiscal and legitimation concerns of the Ottoman state and contrary to the assumptions of the models of economic development, changes in population and in commercial demand did not result in the disruption of the integrity of the small peasant holding as the primary unit of production. The book develops these arguments in the context of a detailed empirical study of the economic trends, of the state rules or institutions that embodied the relations of revenue extraction, and of exchange in Ottoman Anatolia.

Recent research has called into question the orthodox view that the last two centuries of the Roman Republic witnessed a decline of the free rural population. Yet the implications of the alternative reconstructions of Italy's demographic history that have been proposed have never been explored systematically. This volume offers a series of in-depth discussions not only of the republican manpower and census figures but also of the abundant archaeological data. It also explores the growth of cities, especially Rome, and the changing distribution of the population over the Italian landscape. On the rural side it addresses the interplay between demographic, economic, and legal developments and the background to the Gracchan land reforms. Finally it examines the political implications of demographic growth and large-scale migration to the provinces. By drawing on a variety of source materials (e.g. pottery, settlement patterns, environmental data), they shed light on the complexity of rural settlement and economies on the local, regional and supra-regional scales.
