Writing about contemporary institutions and events is a risky proposition and more so in this country as the very nature of its polity is forever in a state of flux, not always for the better. Law enforcement and politics are essential, irrevocable and inter­dependent features of state power and are prone to feed on each other for sustenance. However, unwarranted political manipulation of state institutions, especially the police and the magistracy, a marked feature of Indian law enforcement mechanisms in recent times, is bound to impair democratic freedoms and human rights of the people. Also, all social and political institutions are the product of a nation's historical and philosophical experience through the ages. Indian police is no excep­tion. In some ways, this is like saying that every society gets the police it deserves. Does it follow, therefore, that the Indian people are doomed to live for ever with a callous, overbearing, communalized, often corrupt and unaccountable police force? Not really. Only if the Indian state were to set in motion a calibrated process of substantial reforms in the outdated system of law enforce­ment, rooted in the mid-nineteerth century, most forms of distortions in police functioning would vanish.

: The book considers Václav Havel's body of writing as a cohesive whole offering a consistent political philosophy. This bold claim is backed up through a close examination of Havel's plays, letters, essays and aphorisms. The political philosophy that a close reading of Havel reveals is a liberal one. However, Havel is not the run-of the-mill liberal having influences from the field of phenomenology, Masaryk, Husserl, Levinas Patočka and Heidegger which give him a nuanced view of the self. : Egyptian Deportations of the Late Bronze Age explores the political economy of deportations in New Kingdom Egypt (ca. 1550-1070 BCE) from an interdisciplinary angle. The analysis of ancient Egyptian primary source material and the international correspondence of the time draws a comprehensive picture of the complex and far-reaching policies. The dataset reveals their geographic scope, economic and demographic impact in Egypt and abroad as well as their interconnection with territorial expansion, international relations, and labour management. The supply chain, profiting institutions and individuals in Egypt as the well as the labour tasks, origins and the composition of the deportees are discussed in detail. A comparative analytical framework integrates the Egyptian policies with a review of deportation discourses as well as historical premodern and modern cases and enables a global and diachronic understanding of the topic. This study examines five key elements from a historical perspective: the importance of Islamic mysticism as manifested in Sufi brotherhoods in the articulation of power in the Sudan; ceremony as handmaids of power and legitimacy; charismatic leadership; the routinization of charisma and the formation of a religious state purportedly based upon the first Islamic community in the seventh century C.E.

Tradition in social science /

: Tradition in Social Science is the social philosophy written early in life by the jurisprudent who became the preeminent public law jurist in France in the first quarter of the twentieth century, Maurice Hauriou. His work remains prominent in theorizing European Community as well as in Latin American jurisprudence. His studies concern three areas of research: legal theory, social science, and philosophy. In this book Hauriou first focuses on the object and method of the social sciences in a preliminary chapter. The main text is devoted first to a philosophy of history that uses the growth objectively in fraternity, liberty and equality as the criterion for progress; and next to the subjective elements of progress, namely, the recognition of a "pessimistic individualism" in which failure in conduct is to be expected, but is rectified by social institutions. This part closes with the dynamizing of his philosophy of history by evolution and alternation between two phases of social development, namely, middle ages and renaissances. The second part is the philosophy of social science built around social matter, where the dynamic of imitation is the motive force, and three social networks-positive, religious, and metaphysical-specify its consequences. The last of these, the political fabric, is provided with a final chapter of its own. The main doctrinal device that Hauriou developed for use in law was his theory of the institution; this is developed for the first time in the present work.

Completing the First Year of Independence : British Official Reports from South Asia, 1 May - 17 September 1948 (Part 1 & Part 2) /

: The present volume, in two parts, completes the documentation of the first year of South Asian independence as seen from British official records. This traumatic year had been marked by horrendous communal violence; mass movement of refugees; war in Kashmir; the assassination of Mahatma Gandhi (and death of Mohammed Ali Jinnah a little after its end); as well as huge economic and political problems in both India and Pakistan. The Acting British High Commissioner in India summed up the first year of India's independence graphically in September 1948 when he wrote: 'The most remarkable perhaps of the achievements of Pandit Nehru's Government is that they survived at all in face of the quite overwhelming difficulties.' The work covers a wide range of developments but two issues are at its centre - Kashmir and Hyderabad. As regards Kashmir, hopes of a settlement were raised by the arrival of the U.N. Kashmir Commission in South Asia in July 1948. However, by September it was clear that the Commission had not been immediately successful in its endeavours. Information received from Richard Symonds, an official on the Commission's staff, is included. On Hyderabad the record is one of economic warfare, frequent rumours of an Indian invasion to unite the State with India and attempts by Mountbatten, Mirza Ismail and Roy Bucher (the Commander-in-Chief of the Indian Army) to bring about a peaceful settlement. Eventually Indian forces entered the State on 13 September and the volume ends with the Nizam's capitulation on 17 September. Included as appendices are important surveys of the Hyderabad situation.
