The Indian federal system has been dynamic in accommodating political and societal changes since its constitutional blueprint was drawn in 1949-50. However, there has been a fundamental transformation in the operative principles of federalism particularly during the last decade or so. The rhythm and the beat of the political system, and of the federal system within it, has changed on account of a variety of socio-economic and political factors, but primarily because of a disarray of the party system, neo-liberal economic policies, and judicial decisions. Questioning Derrida's and Eco's semiotics based on their misuse of Peirce's innovations, Dr. Privatdozent Timo Eskola rehabilitates Benveniste and Ricoeur. A sign is about conditions and functions. Sign as a role is a manifestation of participation. Serving as a sign entails participation in a web of relations, participation in a network of meanings, and adoption of a set of rules. We should focus on sentences and networks, not primitive reference or binary oppositions. Enunciations are postulations producing evanescent meanings. Finally, the study suggests a linguistic approach to metatheology that is based on hermeneutics of discursive resistance.

Philological and historical commentary on Ammianus Marcellinus XXVII /

Book 27 deals with events between 365 and 370. Military operations in the western and eastern half of the Empire take up a large part of the available space. Apart from military matters Ammianus deals with internal affairs. He discusses the terms of office of four Roman urban prefects and paints a picture of Petronius Probus, the mightiest civil official of the period. The most striking part of the book contains a portrait of the emperor Valentinian. This passage forms the centre of the book, which therefore has the structure of a triptych: of the two outer parts each contains military affairs in the West and the East and reports on some notable non-military events, whilst in the central panel Valentinian takes pride of place.
