It is marked by the emergence of a black elite of enriched capitalists out of the globalisation, neoliberalisation and financialisation of the economy in general and of its Minerals-Energy and Financial Complex in particular. By contrast, inequalities, poverty and failing social provision have persisted. Recent attention has shifted to how this disastrous trajectory was initiated, some suggesting a lack of available alternative policy options at the time of transition. This is shown to be false with a full range of progressive alternatives being rejected with corresponding consequences, from "state capture" to electoral defeat.

The spectacular return of the repressed is one of the determinants of the particular rhythm of modernity. The machine also plays its part. The Indian federal system has been dynamic in accommodating political and societal changes since its constitutional blueprint was drawn in 1949-50. However, there has been a fundamental transformation in the operative principles of federalism particularly during the last decade or so. The rhythm and the beat of the political system, and of the federal system within it, has changed on account of a variety of socio-economic and political factors, but primarily because of a disarray of the party system, neo-liberal economic policies, and judicial decisions.
