Political changes in Central and Eastern Europe in the 1990s led to important territorial changes and confronted decision-makers and international lawyers with complex questions relevant to State continuity and succession. The case of the Baltic States was particularly difficult since they re-emerged after half-a-century of Soviet occupation. In addition to questions on the status of new States, important issues arose with regard to the fate of nationals of the former federations, generating frantic international efforts in developing and consolidating available rules and principles on nationality in situations of territorial change. In this context, the Baltic case stood apart. It raised questions of non-recognition of consequences of their illegal occupation in international law, but that was not the way the issues were dealt with. The book documents and examines the story of the Soviet occupation of the Baltic States in 1940 and their claim to State continuity fifty years later. It brings in the issue of the obligations of Russia in this context. The book asks the question what nationality solutions had to be adopted in the region and shows the scrutiny they received from international institutions. This second edition of the book revisits decisions that were taken in the 1990s and asks whether they have withstood the test of time. The case of the Baltic States is an example of the strength of international law rules, when applied with courage, and of the risks, when too many compromises with rules and principles are accepted. Although the book is specific in its coverage, it is of general importance because it draws conclusions concerning developments in law and practice which are relevant for a better understanding and regulation of statehood and nationality in international law.

The formation of the Sudanese Mahdist state ceremony and symbols of authority : 1882-1898 /

This book is the first analysis of the Sudanese Mahdiyya from a socio-political perspective that treats how relationships of authority were enunciated through symbol and ceremony. The book focuses on how the Mahdi and his second-in-command and ultimate successor, the Khalifa Abdallahi, used symbols, ceremony and ritual to articulate their power, authority and legitimacy first within the context of resistance to the imperial Turco-Egyptian forces that had been occupying the Nilotic Sudan since 1821, and then within the context of establishing an Islamic state. This study examines five key elements from a historical perspective: the importance of Islamic mysticism as manifested in Sufi brotherhoods in the articulation of power in the Sudan; ceremony as handmaids of power and legitimacy; charismatic leadership; the routinization of charisma and the formation of a religious state purportedly based upon the first Islamic community in the seventh century C.E.

Although Nemesis was already revered in Archaic Greece, the main evidence for worship comes from the Roman Principate. During this period two important facets of the cult were the association of the goddess with the state, and her presence in agonistic contexts. Nemesis, the Roman State and the Games explores these aspects, discerning a possible connection between them. The author begins by discussing the origin and background of the goddess. He then clarifies the ways in which the goddess was enlisted into the service of the Roman emperor and state. Finally, he explains the presence of the goddess almost exclusively at the Roman Munus and Venatio as derived from the function of such games to express the proper order of society. Nemesis represents a significant re-evaluation of the place of Nemesis in the Roman World. State and Peasant in the Ottoman Empire : Agrarian Power Relations and Regional Economic Development in Ottoman Anatolia during the Sixteenth Century /

State and Peasant in the Ottoman Empire studies the dynamics of Ottoman peasant economy in the sixteenth century. First, it shows that contrary to the conventional wisdom about the 'stationariness'of the Asian agrarian economies, Ottoman peasant economy witnessed substantial growth in response to population increase, urban commercial expansion and to increased taxation demands. Second, the book argues that economic development did not take place independently of political structures, of the state. This meant that in the light of the fiscal and legitimation concerns of the Ottoman state and contrary to the assumptions of the models of economic development, changes in population and in commercial demand did not result in the disruption of the integrity of the small peasant holding as the primary unit of production. The book develops these arguments in the context of a detailed empirical study of the economic trends, of the state rules or institutions that embodied the relations of revenue extraction, and of exchange in Ottoman Anatolia.
